  • Responsible for a major phase of their GIS system development, encompassing the transition from one software package to another. The result was an operating, city-wide, seamless elemental GIS.

  • Responsible for creation of basemaps to support GPS-linked mobile data-collection stations, for specialized applications including vehicle and traffic safety monitoring systems.

  • Independent consultant providing technical assistance for projects in hydraulics engineering and related activities, specializing in developing-nations' rehabilitation, land and water management projects and technology transfer. Some representative clients and activities were:

• Client: USAID / Engineering Consultants, Inc., Englewood, CO
  • Implemented a computerized stream-flow modelling software system in Indonesia to establish the ability to analyze the effects of storm-flow and the tides on a major coastal stream, under seasonal flooding. Created customized pre-processing and post-processing programs, to facilitate data preparation and analysis of results. Wrote operations manuals for the entire system. Trained engineering staff in use of the system. Began the case studies of the affected streams; work to be continued by the newly-trained local staff.

• Client: World Bank / Sheladia Associates, Inc., Rockville, MD
  • Installation of a national GIS for the Ministry of Rural Development, in the Republic of Cape Verde. Software to create and manage a national database of geographic characteristics important for a rural development planning process, was installed on the Ministry's micro-computer.

• Client: Sheladia Associates, Inc., Rockville, MD
  • Continuing support for technical, scientific and irrigation equipment procurement for the Professional Development Project, Egypt, and other USAID projects. Assistance in MIS database development for the Watershed Development Project, Cape Verde.

• USAID / Sheladia Associates, Inc., Rockville, MD
  • Revised the plan for procurement of commodities in support of the development of the National Training Center of the Training and Management Division, Ministry of Public Works and Water Resources, Cairo. Assisted the staff in needs evaluation for systems for demonstration and training, laboratory and field equipment, vehicles, office and building machinery, maintenance equipment and tools, and lodging furnishings. Developed the phased procurement plan to coordinate schedules of construction and procurement of these goods and services.

• Client: Mahaweli Downstream Support Project
• USAID / HARZA Engineering Co., Sri Lanka
  • Developed a set of micro-computer programs for design of canals, in Sri Lanka. Responsibilities included an evaluation of the resources and engineering staff capabilities of the Mahaweli Engineering and Construction Agency, System B, reviewed the present canal design procedures; evaluated these to identify areas and activities of suitable for immediate and long-term computerization. Devised a system and data management structure for creating and using datafiles with topographic, cost, and design criteria information.
  • Developed a set of single-purpose programs for design of canals, easily usable by engineers who had previously had little or no computer training. Trained host country staff in use of the programs. Prepared recommendations for additional training and programming activities, and hardware.

  • Home office Project Manager and Technical Advisor, for international development projects in water management and other engineering fields. Assumed home-office management of the ongoing Pakistan On-Farm Water Management Project, start-up and management of the Irrigation Systems Management Project in Sri Lanka, the Hill Areas Land and Water Development Project in Himachal Pradesh, India, the Maharashtra Minor Irrigation Project in Pune, India.

  • Independent consultant providing technical assistance for projects in hydraulics engineering and related activities, specializing in international development projects and technology transfer. Some representative activities were:

• Client: BSFIC Agricultural Development Project
• World Bank / ABA Associates, Inc., Dhaka, Bangladesh
  • Developed water management systems for a government agro-industry in Bangladesh, including technical and economic feasibility studies and the design and implementation of projects for installation of water management and drainage systems in three regions of that country. The systems which were implemented in this consultancy included shallow and deep-wells, canals and piped delivery networks, sprinkler and flood irrigation, pumped and gravity drainage, farmland re-blocking, and secondary and tertiary roadways. Prepared a systems operating manual, and trained the engineers and technicians in operation and maintenance of the systems.

• Client: On-Farm Water Management Project
• USAID / Sheladia Associates, Inc., Lahore, Pakistan.
  • Prepared a computer program set for the provincial watercourse engineering staff which assists in the re-design for rehabilitation of water courses, considering existing conditions, economics, available manpower and equipment resources, and sustainability of the completed works. Developed and conducted a National Training Course in the use of microcomputers and the program.

• Client: Watershed Development Project
• USAID / Sheladia Associates, Inc., Republic of Cape Verde
  • Prepared an overall review of national water management status and needs, concentrating on availability and use of water for rural water supply and irrigation.
  • Prepared an outline for a National Irrigation Master Plan. Began the development of a water management database, which included a comprehensive national registry of water sources, with reference data for each source targeting future estimation of water supplies, a critical need for the drought-ridden country. Prepared draft watershed and hydrologic basin maps, and laid the groundwork for later aerial photo-mapping of the watersheds and an national GIS.

  • Directed the four-year Tamanduatei interceptor sewer design project as Team Leader, executing and managing data collection, field surveys, geotechnical studies, basic and detailed projects, cost estimates, construction bid document preparation, and oversight of the construction. This was a large project (14-km, 3.0-m final diameter, with a river-crossing inverted syphon) in Sao Paulo.
  • Was active on other projects in the fields of sanitary sewerage, drainage, and industrial waste disposal. Was involved in business development, preparation of technical and commercial proposals, hiring and organization of staff, and administrative and technical coordination of the projects.

  • Organized and installed a water systems equipment manufacturing facility; developed and tested new products. Adapted American equipment to local conditions and needs, with emphasis on utilization suitability and materials characteristics in selection of models for manufacture.

  • Responsible for the field water control (irrigation and drainage) on two large agricultural projects, one of which on undeveloped lands in a pioneering region of Bahia's dry interior. Prepared water management studies, drainage and irrigation feasibility studies, and developed the detailed water development and water management projects.
  • Responsible for, and executed basic data collection, field reconnaissance, engineering studies, technical and economic feasibility studies, systems selection and final engineering design for both areas. Directed installation and operation of a pilot water system project for evaluation and staff training. Installed meteorological stations.

  • For the County Public Works Department, responsible for supervision of the daily functions of the seven divisions, totalling 260 employees. The major divisions were Roads Maintenance, Buildings, and Streams/Flood Control. Responded to the public for the department, coordinated construction and maintenance activities with contractors. Managed the streams flood protection system, and flood and tsunami disaster plans. Designed and prepared a computer data-base survey of the county road system, registering an inventory of roadway characteristics, dimensions and conditions, used for planning of maintenance and capital improvements.

  • Field engineer for water-related projects and studies, including the feasibility and design for development of rural water supply in a remote valley area, an offshore and harbor pollution study, and an economic value evaluation for streamflow, as used for hydropower generation. Executed an urban sewerage pollution survey of Kahului Harbor, Maui. Supervised collection of field data regarding chemical and physical characteristics of the bay waters. Sampling involved water samples (surface and sub-surface), current traces, fate of floating materials. Responsible for editing the report to the contracting agency, including data analysis and transformation into useful maps, tables, and narrative summaries.
